In a press conference alongside Costa Rican President, Rodrigo Chaves, Rubio highlighted the need for foreign policies to favor cooperation and mutual assistance.
Rubio stated that under the Trump administration, efforts are being made to change the dynamic where it sometimes seemed more beneficial to be an enemy than an ally of the United States. He committed to reviewing international aid programs to ensure they align with the interests of his country, mentioning examples like cybersecurity and the fight against drug trafficking in Costa Rica, noting that these programs strengthen U.S. security.
In another context, Marco Rubio termed Cuba, Nicaragua, and Venezuela as "enemies of humanity" due to the migration crises they have caused in the region. According to the Secretary of State, the regimes of these countries have generated precarious situations that force their citizens to flee in search of better living conditions.
Rubio harshly criticized the governments of these countries, highlighting the situation in Nicaragua, where the repression of the opposition and the lack of freedoms have led to a massive exodus of people. In contrast, he praised Costa Rica for its development model, stressing that it is an example of how a country can prosper when the wellbeing of its citizens is prioritized.
In addition to discussing issues of migration and security, Rubio and Chaves talked about China's influence in the Central American region during the meeting in Costa Rica. Rubio also announced that he will assume the interim direction of the U.S. Agency for International Development (USAID), reiterating his country's commitment to supporting initiatives that benefit national interests.
